Southeastern Local Governments Tackle Growth, Infrastructure, and Election Preparations

Local government schedules across southeastern North Carolina feature packed agendas this week, ranging from residential rezoning proposals in Pender County to comprehensive land use planning in Brunswick County.

Electoral boards across New Hanover, Pender, and Brunswick counties are convening special sessions to process absentee ballots. The New Hanover County Board of Elections scheduled a special meeting for Nov. 2 at 5 p.m. in the multipurpose room at 226 Government Center Dr., followed by a special meeting on Nov. 3 at 2 p.m. Similar absentee ballot reviews are underway at the Pender County administration building on Walker Street and the Brunswick County Board of Elections office in Bolivia.

Infrastructure Upgrades and Land Use Debates Take Center Stage

Infrastructure demands continue to drive municipal discussions as towns grapple with stormwater management and regional connectivity. The Burgaw Town Council is formally requesting the NCDOT to prioritize ditch and storm drainage maintenance on state-maintained roadways within the Town of Burgaw. Officials in Burgaw are additionally asking the state transportation department to place greater focus on mobility and safety improvements along the NC Highway 53 Corridor, the Progress Drive Extension, and the US Highway 117 Bypass/East Wilmington Street junction.

Meanwhile, major growth proposals are advancing through local planning boards. A public hearing is being conducted by Pender County commissioners to change the zoning of roughly 630 acres to accommodate 1,023 single-family residences situated in the Long Creek Township. At the same time, the Pender County Technical Review Committee is evaluating a separate proposal for 52 apartment units featuring a clubhouse, pool, and multi-use field in Topsail Township.

In Brunswick County, commissioners are considering their comprehensive land use plan alongside an auditor’s report for FY26. Also featured on the Brunswick docket is a contract modification with Axon Enterprises that integrates transcription software capabilities into the county’s current media infrastructure, carrying an annual cost of $99,672.39.

Zoning and Public Services Shifts in Wilmington

To address ongoing regulatory updates, the Wilmington City Council is weighing a new measure that would bring back group day facilities as an allowed activity across multiple zones, while also updating and clarifying their legal definition and operational requirements. City officials are additionally evaluating a property rezoning proposal for a 0.514-acre section inside a 1.26 acre piece of land located at 428, 430, and 432 Eastwood Road, shifting it from an R-15 Moderate-density single-dwelling district to an O&I office and institutional classification.

Further north, the Surf City Town Council is advancing regional mobility initiatives by supporting a resolution in support of grant application for NCDOT integrated mobility division and awarding a contract for segment 5 of the multiuse path. Public utilities are similarly focused on financial and operational oversight, with the Cape Fear Public Utility Finance Committee and Executive Committee convening to review reports from the attorney and executive director.
