The dismissed suit sought to halt the regulatory agency’s approval of license amendments, operating authority transfers, and specific exemptions granted in July 2025.

From Shutdown to Reassembly in Van Buren County
Located in Van Buren County’s Covert Township, the Palisades facility originally opened in December 1971. Entergy operated the plant until May 2022, when it was closed with initial plans for permanent decommissioning and dismantling by Holtec International, which purchased the site in 2022.
Those shutdown plans changed direction in 2023 as a dedicated customer base emerged for the facility’s power supply. That pivot initiated an extensive industrial undertaking involving cleaning, reassembly, and equipment updates. Fresh nuclear fuel arrived at the site in fall 2025 as part of the preparations.
While officials have not publicly released a definitive target date for returning to service, regulatory filings indicate several operational milestones scheduled for later in the year. According to documents filed with the Nuclear Regulatory Commission, upcoming restart steps include baseline inspections, testing of the alert and notification system, and a comprehensive security performance inspection.
Overlooked Plutonium Reserves at Iran’s Bushehr Facility
While domestic nuclear projects navigate regulatory and legal milestones, international attention has turned toward persistent security gaps involving spent fuel abroad. Ongoing diplomatic talks between the United States and Iran continue to ignore large quantities of plutonium stored at the Russian-built Bushehr nuclear power plant, according to analysis published by Gregory Jones.

Bushehr received its first fuel load in 2010 and began commercial operations in 2013. Past international accords, including the 2015 Joint Comprehensive Plan of Action, focused primarily on restricting centrifuge uranium enrichment while leaving the plutonium production of the nuclear power reactor at Bushehr largely unaddressed.
In March, Rosatom Director General Alexey Likhachev reported that 210 metric tons of spent fuel are currently stored at Bushehr. Analysts calculate that this inventory contains more than 2,000 kilograms of plutonium—an amount theoretically sufficient for 200 to 300 nuclear weapons if separation processes were undertaken.
Safeguards, Oversight, and Unresolved Spent Fuel Return Agreements
International Atomic Energy Agency safeguards apply to the spent fuel located at Bushehr, but current inspection protocols occur only once every three months.
To address proliferation concerns initially raised by the State Department in 2004, Iran previously entered into an agreement with Russia obligating Moscow to take back spent reactor fuel. However, the absence of strict enforcement mechanisms in prior diplomatic frameworks has left it unclear whether any spent fuel has actually been repatriated to Russia, leaving massive stockpiles inside Iranian borders.
