Long-Term Management Stalls as Dead Pool Risks Loom
Despite immediate funding injections, water experts warn that temporary conservation agreements cannot replace a comprehensive, long-term operational framework among the seven basin states. A federally imposed February deadline for states to negotiate permanent sharing rules expired without a consensus (CNN).
