FCC Approves Reflect Orbital Test Satellite for Space Mirror Constellation

Reflect Orbital has received Federal Communications Commission approval to launch its Eärendil-1 test satellite, marking a key step toward a planned constellation of up to 50,000 space mirrors designed to reflect sunlight onto Earth at night. Astronomers warn the reflective network could severely disrupt scientific observations and threaten public safety.

For over a century, futurists have imagined harnessing orbital mirrors to bounce sunlight back down to Earth for nighttime illumination or solar energy production. Russian scientists experimented with this concept in the 1990s with the Znamya project. Now, California-based company Reflect Orbital is reviving the idea, aiming to offer sunlight on demand as a service to cities, construction sites, and agricultural operations.

The Eärendil-1 Test Launch and Proposed Constellation

The Federal Communications Commission (FCC) has officially approved the launch of Reflect Orbital’s test satellite, named Eärendil-1. The initial spacecraft features an 18-square-meter mirror designed to project a 5-kilometer-wide beam of light onto the Earth’s surface. According to the company, these beams could serve multiple practical purposes, including capturing solar energy through so-called solar farms, boosting agricultural yields, and aiding emergency crews during nighttime search and rescue operations.

Beyond emergency response and energy generation, the company aims to provide a service to cities seeking to illuminate streets at night. Industrial and construction projects could similarly benefit by maintaining lighting schedules, allowing work to continue faster and more safely throughout the night.

Escalating Risks to Ground-Based Astronomy

While proponents emphasize the potential for clean, renewable energy and crisis response, professional and amateur astronomers have raised alarms over the existential threat posed by tens of thousands of reflective objects in orbit. Observers note that the satellites will be strikingly bright. Estimates indicate the illumination from outside the main beam will be as bright as Venus, while the light directly inside the beam will be four times as bright as the Moon.

Roohi Dalal, deputy director for public policy at the American Astronomical Society (AAS), and Robert Massey, deputy executive director of the Royal Astronomical Society (RAS), have both issued warnings regarding the wide-ranging consequences for science and ecosystems. According to the RAS, atmospheric scattering from the planned fleet of 50,000 reflective objects would make the night sky three to four times brighter in affected regions.

This increased background illumination and the resulting streaks of light—similar to the white light trails already documented by the Hubble Space Telescope—could obstruct professional observations. Dalal stated that the planned 50,000-mirror satellite project is likely the end of ground-based optical astronomy, as astronomers would find it virtually impossible to view distant galaxies or monitor Earth-threatening asteroids.

Public Safety Concerns and Permanent Eye Damage

The consequences extend far beyond professional observatories, directly threatening public safety, human well-being, and wildlife. Light pollution is a documented disruption to human circadian rhythms and local ecosystems, posing particular hazards to migratory species.

More immediately, amateur astronomers using backyard equipment face severe risks. Reflect Orbital acknowledged in its FCC filing that accidentally viewing a single satellite through a 12-inch telescope could result in permanent eye damage. Dalal noted that a 12-inch telescope is pretty common for amateur astronomers, while Massey described the company’s admission of this risk as quite shocking and the FCC’s approval as extraordinary.

Historical precedent highlights these dangers. Experts warned as early as 2000 that the Russian Znamya experiment carried hazards similar to that involved in looking at the Sun just before or after a total eclipse. Although Reflect Orbital has stated it will work to avoid shining light directly on astronomical facilities, the company has not yet specified which sites will be included in its designated exclusion zones.
