Employment Permit Online System Offline After Security Vulnerability Discovered

The Employment Permit Online System operated by the Department of Enterprise has been taken offline following the detection of suspicious activity and an identified security vulnerability. The portal was disabled as a precautionary measure to safeguard the system while ongoing investigations continue.

The Bottom Line:

  • The Employment Permit Online System remains temporarily unavailable after suspicious activity exposed basic user account information, including names, email addresses, and user roles.
  • The Department of Enterprise confirmed that preliminary investigations indicate broader and more sensitive personal data categories have not been affected.
  • Officials state the portal will only return to service once independent security testing is complete, with a current restoration target of Tuesday 3 November.

DPC Assesses Breach of Basic User Account Details

Following the discovery of the security vulnerability, the Department of Enterprise made an initial notification to the Data Protection Commission. A spokesperson for the DPC confirmed that the agency has received a breach notification, which is currently being assessed.

The information potentially exposed is limited to basic user account details such as names, email addresses, and account roles for employers, agents, and employees. The Department noted that the incident is entirely separate from recent PHP programming language vulnerabilities that forced numerous websites in Ireland and globally offline to protect their networks.

Application Processing Continues During Temporary Portal Outage

A notice posted on the unavailable portal website clarifies that previously submitted applications continue to be processed and decisions will be issued normally. Future applicants will not be disadvantaged by the temporary outage, and saved drafts or fee-payment states remain secure.

Appropriate flexibility will apply to any applications that might otherwise exceed the standard 28-day submission window during the outage. The Department of Enterprise, Tourism and Employment issued an apology for the unscheduled downtime.

Restoration of the online portal is scheduled for Tuesday 3 November, pending independent testing of all implemented security measures.
