Missouri State Auditor Launches Odessa Probe After Petition

Odessa Residents Push Past Signature Threshold to Trigger State Audit

The people of Odessa have spoken loudly and clearly and we take our duty to fulfill their request for an audit of the city very seriously, Missouri State Auditor Scott Fitzpatrick said, responding to a community-led petition that has formally set state investigators in motion.

That petition drive successfully crossed the finish line when the Lafayette County Clerk certified 434 signatures from registered, resident voters. The threshold to trigger the review was 392 signatures, ensuring the effort cleared the requirement by a comfortable margin. According to KCTV5, this marks the first time the Missouri State Auditor’s Office has audited the City of Odessa.

Tracing the Seven-Year Billing Discrepancy

The state-level intervention follows a financial discovery that shook local confidence earlier this year. In March, city officials announced that an Energy Cost Adjustment miscalculation had quietly accumulated over nearly seven years, stretching from May 2019 to January 2026. The city finance director initially pegged the error at $1.3 million.

In response to the mistake, the city offered eligible electric utility customers a credit for the portion of the charges that were incorrectly billed. Yet, for hundreds of local residents, a retroactive credit did not repair the fracture in public trust. Dissatisfied with how the municipal administration handled the discovery, community members mobilized to demand an independent state examination.

Pulling Back the Curtain on City Operations

Auditor Fitzpatrick acknowledged that waning public confidence directly fueled the push for state oversight. I understand many residents feel the city is lacking in transparency and their level of trust of city officials has waned, which is why an audit is needed to pull back the curtain and give everyone a good look at how the city is operating, and how it can improve, Fitzpatrick stated, as reported by Spectrum News.

The audit officially got underway with an initial meeting between state investigators and local officials on Monday, Oct. 26. Over the coming months, the State Auditor’s Office plans to conduct a detailed review of city operations with the stated goal of guiding the municipal government toward greater efficiency, effectiveness, and accountability.

State officials have also established a channel for ongoing input. Individuals with confidential information pertinent to the review can contact the State Auditor’s Whistleblower Hotline at 800-347-8597 or send an email to moaudit@auditor.mo.gov. Meanwhile, Spectrum News noted that inquiries directed to the mayor’s office regarding the audit have not yet received a reply.
