Downtown Nampa is heading toward a physical shift after local officials cleared the way for a mixed-use development project that could bring over 100 apartments, new retail spaces, and dedicated public amenities to the heart of the city.
During their October 19 session, members of the Nampa City Council authorized an exchange of real estate with the municipal urban renewal organization, the Nampa Development Corporation. The agreement transfers nearly two acres at the intersection of 13th Ave. S. and 1st St. S. to the NDC. In return, the agency handed over 1.5 acres located at 1st St. S. and 7th Ave. S.
The core of the agency’s downtown revitalization strategy targets the newly acquired two-acre parcel, frequently referred to as Block 2 or the Lloyd Square Block. Project records tied to the October 19 council session indicate that initial layouts for the location incorporate a minimum of 134 market-rate apartments, 18,000 square feet of retail space, 30,000 square feet of public amenity space, and 295 parking stalls.

“This is a critical step towards redeveloping the block and bringing market-rate housing, public gathering spaces, retail, and office space to our downtown area,” City of Nampa Economic Development Director Steve Jenkins said in a news release from the NDC. “Residents want to revitalize downtown, and this project will do just that.”
Nampa Mayor Darl Bruner echoed those expectations for long-term economic growth. “Over time, this project will help generate new tax revenue, support local businesses, and create public amenities that can support local businesses and energize the downtown space. We are truly thrilled to see these concepts take shape,” Bruner said.
Agency Plans Community Discussions Before Developer Selection
Translating the conceptual drafts into concrete construction will take time. The NDC anticipates publishing a request for proposals in the coming months, aiming to select a developer by early 2027.
Before that process concludes, the agency plans to host additional discussions with restaurant owners, business proprietors, nonprofit leaders, and community members. These sessions will cover potential development concepts and feature visual renderings of the site. Final decisions regarding what ultimately gets built will also depend heavily on prevailing market conditions.
Managing the Exchange Properties
While the spotlight centers on Block 2, the land swap also places four parcels at 1st St. S. and 7th Ave. S. under city control, sitting roughly two blocks from the Nampa police department building at 820 2nd St. S. This acquisition includes the lease revenue for a card lock fuel servicing station at 702 1st St. S. City Communications Director Amy Bowman confirmed that Nampa currently holds no specific plans for these parcels.
