Similar mandatory orders took effect in Santa Rosa and Okaloosa counties for coastal zones including Okaloosa Island, parts of coastal Fort Walton Beach, Destin, Mary Esther, and Niceville, alongside low-lying and mobile home communities. State officials noted that Florida’s emergency order covered 27 counties.

Emergency shelters opened across the affected counties to house displaced residents. In Escambia County, the Pensacola Bay Center opened at 3 p.m. Davidson Middle School in Crestview and Raider Arena at Northwest Florida State College in Niceville were designated as shelter locations by Okaloosa County, while Santa Rosa County made available the Clyde L. Gracey Community Center in Milton.

Storm Threatens Gulf Oil Production And Fuel Markets

Those facilities can produce a combined 466,000 barrels per day, representing 2.4% of U.S. refining capacity, according to Andy Lipow, president of Lipow Oil Associates. Lipow noted in a Friday note that Gulf Coast refiners were already running at 95% of capacity with no slack in the system, warning that losing any refinery capacity when diesel supplies are at their lowest level for this time of year since the EIA began reporting in 1982 is not a good thing. Kevin Book, managing director at ClearView Energy Partners, added that Florida would experience delays in receiving gasoline, jet fuel, and diesel.

Southeast Faces Inland Rain And High Winds

Isaias threatened a broad swath of the Southeast with torrential rainfall, severe thunderstorms, and damaging winds.

Governor DeSantis emphasized the severe danger posed by rising floodwaters during a Friday morning briefing alongside Florida Division of Emergency Management Executive Director Jared Perdue.

Across all of north Georgia, meteorologists posted High Wind Warnings for potential 50 mph gusts capable of dropping trees and causing widespread power outages, alongside Tropical Storm Warnings for central Alabama locations such as Birmingham, Hoover, Pelham, and Tuscaloosa.
