The Iranian government has ordered executive and operational entities to prepare for potential attacks on the nation’s backbone. Brig. Gen. Ghulam Reza Jalali, who leads the Civil Defense Organization, announced that forty-six vital organizations must implement concrete protocols for wartime survival. These instructions require each targeted agency to establish precise mechanisms for repairing damaged infrastructure and restoring normal operations. According to what was published by the “Defa Press” agency on Wednesday, Jalali stressed that every entity must possess clear plans for responding to damage, repairing facilities, and restoring services to normal.

The defensive measures target facilities essential for maintaining state functions and public services during wartime. The designated infrastructure list covers oil refineries, electric power generation plants, water treatment facilities, ports, bridges, roads, airports, and commercial airlines. Authorities emphasize that these entities must secure necessary operational supplies and maintain core functions even if physical installations suffer direct hits. Jalali added that the required plans are not limited to facing damage, but also include preserving core functions, ensuring the continuity of activities, and securing operational supplies to guarantee that institutions can continue providing services during exceptional circumstances.
Washington’s Threats Against Iranian Infrastructure
The defensive mobilization follows a series of direct warnings from the United States regarding Tehran’s strategic assets, coming amid ongoing tension and previous U.S. threats to target facilities inside the country. U.S. President Donald Trump previously signaled that Washington possessed the capability to strike Iran’s power grid to compel a return to diplomatic negotiations, stating in July that the United States was capable of striking Iranian power generation stations during an escalation between Washington and Tehran. The rhetoric escalated on July 22, when Trump warned that American forces would retaliate against any Iranian targeting of a ship in the Strait of Hormuz by bombing and destroying a bridge or power station in Iran, explaining that this could include facilities near or inside the capital itself. The Civil Defense Organization continues to focus on raising the capability of vital facilities to withstand attacks and ensure the continuity of services.
