Ukraine accused the United States of withholding early warning for a massive energy strike and slowing Starlink terminals. President Volodymyr Zelensky warned the disruption threatens battlefield drone defenses. Elon Musk countered that the military Starshield system is controlled entirely by Washington, escalating tensions on October 14 and 15, 2026.

A widespread series of Russian missile and drone strikes hit Ukrainian energy infrastructure and cities. The assault left 15 people dead and hundreds of thousands without power according to international reports. The assault compounded an acute political and technological crisis in Kyiv over satellite communication limits and intelligence sharing.

Zelensky Demands Starlink Restoration Amid Battlefield Disruptions

Speaking during a visit to London on Wednesday, October 15, 2026, President Zelensky demanded that satellite internet provider SpaceX restore unthrottled access to terminals used by Ukrainian forces. He warned that the sudden restrictions had crippled frontline operations and left air defense units vulnerable.

People will certainly die if the attacks continue and Starlink does not work (…) I really hope that this is a mistake, maybe a big technical problem, I don’t know, but we are demanding that the service be restored.

Volodymyr Zelensky, President of Ukraine

Ukrainian military advisers reported that terminals experienced speed caps and connectivity drops when moving above 100 miles per hour, or roughly 160 kilometers per hour. Those limitations disrupted interceptor drones designed to counter incoming Russian munitions, CNN Arabic reported.

During his visit to London, President Zelensky stated that he felt betrayed by recent announcements from his American counterpart, specifically regarding the purchase of Russian diesel. Despite those frustrations, the Ukrainian leader confirmed at the start of his talks that he still relies on the partnership with the United States. Following the overnight assaults, the Ukrainian Ministry of Defense communicated with the United States, SpaceX, and NATO allies while testing alternative communication channels.

Russian Ministry of Defense officials stated that their overnight aerial campaign targeted thermal power generation facilities in and around Kyiv as well as the northeastern Kharkiv region. They claimed these installations serve the Ukrainian military-industrial complex. Meanwhile, the Russian state-owned bank Sberbank reported that its data center in the Saratov region was targeted by drone attacks without suffering any disruption to its daily operations.

Elon Musk Points to Washington Over Starshield Controls

Billionaire entrepreneur Elon Musk deflected responsibility for the restrictions, explaining that the military variant of the satellite network operates under the sovereign authority of the United States government.

Starshield systems are owned and controlled by the US government. Any restrictions on data rate or usage are determined by the US military, and ultimately by the US president.

Elon Musk, CEO of SpaceX

Musk drew a sharp operational distinction between Starshield, the secure military network utilized by Ukraine for frontline defense, and Starlink, which he described as a commercial service restricted to civilian and defensive activities. He noted that commercial terms prohibit using Starlink for offensive military operations. Meanwhile, US officials maintained that official intelligence-sharing policies with Kyiv remained unchanged.

As the debate unfolded, Kremlin Press Secretary Dmitry Peskov stated on Wednesday that Russia did not possess additional details regarding the service interruptions affecting Ukraine. Peskov added that Moscow is following reports of changing Washington support with close attention while noting it remains premature to draw definitive conclusions. On the diplomatic front, British officials announced an incoming delivery of military support intended to target jet-powered Russian drones.

Ukrainian Officials Accuse Washington of Withholding Intelligence Warnings

The satellite friction coincided with severe friction over intelligence cooperation. High-ranking Ukrainian officials accused Washington of failing to provide advance warnings ahead of ballistic missile strikes that targeted critical energy infrastructure, including thermal power plant number 4 in Kyiv.

The diplomatic strain traces back to a mid-September meeting in New York where President Donald Trump pressured Zelensky to halt long-range drone strikes on Russian oil refineries. US officials reportedly threatened to suspend intelligence sharing and cut off European-funded purchases of American weapons if Ukraine continued targeting facilities that finance Moscow’s war effort, Erem News reported. Despite those warnings, subsequent overnight barrages left roughly 600,000 people without electricity.
