Bob Harvie Defeats Brian Fitzpatrick in Pennsylvania’s 1st Congressional District
“We are turning toward the America that we have always wanted to be and have been at brief times in our past,” Democrat Bob Harvie told supporters after claiming victory, describing a moment focused on unity and helping one another.
Bucks County Commissioner Bob Harvie ousted five-term Republican incumbent Rep. Brian Fitzpatrick in a startling upset for Pennsylvania’s 1st Congressional District. At 12:37 a.m., with 94% of ballots counted reflecting 52.6% for Harvie and 47.4% for Fitzpatrick, the race was awarded to Harvie by The Associated Press.
The high-stakes battleground race served as a key indicator in determining control of the House for the final two years of President Donald Trump’s administration. Fitzpatrick was one of two Republicans defending a congressional district that Democratic presidential nominee Kamala Harris carried in 2024, when the incumbent had previously bested his Democratic challenger by 13 points. Reporting from The Philadelphia Inquirer noted that Fitzpatrick’s campaign outspent his prior three combined; nevertheless, he succumbed to a national political climate unfavorable to GOP incumbents alongside a diminished voter registration edge within Bucks County.
Democrats Target Purple District Amid Rising Costs
Before the election, internal polling from Democrats characterized the competitive area—which spans the entirety of Bucks County alongside a portion of Montgomery County—as a coin-flip. Throughout the race, Democrats invested heavily, with the House Majority PAC pumping millions into the district in the final weeks. Harvie campaigned by tying Fitzpatrick to President Donald Trump’s agenda, Big Tech, and the rising cost of living.

Voters across Bucks County repeatedly pointed to everyday expenses as a primary concern at the ballot box. “Gas way too high. Grocery prices way too high,” Josh Fisher of Newtown said. Matthew Fehrle, also of Newtown, added that the cost of living was just not sustainable.
The campaign grew uniquely contentious down the stretch. The self-described moderate Republican Fitzpatrick launched attack ads accusing Harvie of being the subject of an FBI investigation. Harvie denied those claims, responding with a cease-and-desist letter that accused Fitzpatrick of defamation. Meanwhile, Fitzpatrick filed a lawsuit attempting to remove Bucks County Commissioner Diane Ellis-Marseglia from the county Board of Elections, arguing her public support for Harvie represented a clear conflict of interest. A judge struck down that petition.

Fitzpatrick Concedes Race to Former School Teacher
Fitzpatrick, a former FBI agent, addressed supporters early Wednesday morning after the race was called.
“Tonight is not the ending we had hoped or envisioned,” Fitzpatrick said in a statement, wishing Harvie “success as he assumes a responsibility that is both extraordinary and humbling.” “I am filled with profound gratitude and pride in knowing that we gave our very best to something we believed in.”
For Harvie, a former school teacher who transitioned to local county governance, the win represents a major milestone in the national battle for House control. “Truth wins,” Harvie told a cheering crowd at the Bucks County Democratic Committee watch party in Newtown. Jackie Palmer, 73, echoed that sentiment, calling Harvie a pragmatic and sensitive man who will represent the district well.
