Troy Downing Projected to Win Re-Election in Montana House Race
Republican U.S. Representative Troy Downing has won re-election to his congressional seat in eastern Montana, according to an Associated Press projection reported by ktvq.com. Downing held 53 percent of the vote when the race was called on November 3, 2026, defeating a field that included Democratic challenger Brian Miller, independent candidate Michael Eisenhauer, and Libertarian Patrick McCracken.
The outcome brings stability to a heavily conservative district even as national returns suggest Republicans face stiff competition for their narrow majority in the U.S. House. Downing’s 53 percent share placed him comfortably ahead of Miller, a Helena attorney who drew 36 percent of the vote, and Eisenhauer, a Great Falls doctor who finished with 9 percent.
Following the race call at 9:18 p.m., Downing addressed supporters at a watch party at the DoubleTree hotel in Billings, walking on stage to AC/DC’s “Back in Black.” Tomorrow the work continues,
Downing told the crowd, according to reporting by the Montana Free Press. Please keep me informed. Keep me accountable. This is the honor of a lifetime.

Downing Raises Millions to Secure Safe Republican Seat
The race unfolded largely as political analysts expected across Montana’s 2nd Congressional District, which spans Billings, Great Falls, and Helena. Rural voters in the region have reliably supported Republican candidates by double-digit margins since the district’s inception in 2022, and poll aggregator 270ToWin ranked the seat as safely Republican throughout this year’s election.
Downing raised $2.7 million for his campaign, which was more than six times greater than the amount raised by his other three opponents combined.
Downing, a 59-year-old resident of Helena who grew up in California and has had a home in Montana since 1998, built a business background in technology and real estate before serving in the Air Force and completing two tours in Afghanistan following the September 11 attacks. He entered state politics in 2020 by winning election as state auditor, a post he held before winning his seat in Congress in 2024.
Representative Maintains Strict Party Loyalty in Washington
During his term in Washington, Downing served on the House Financial Services Committee and the House Committee on Natural Resources. His legislative actions included introducing a bill that would deny federal housing funding to communities that don’t share information about immigrants with federal officers or detain people arrested by immigration agents. House voting records show he has voted along party lines 99.4% of the time.
While the race was called with roughly 40 percent of ballots reported, minor details remained fluid late into election night. Miller told the Montana Free Press on Tuesday night that he is waiting to see vote totals released from Yellowstone County before conceding the race. Meanwhile, Eisenhauer reported that he offered Downing his “sincerest congratulations” by phone a little after 9:30 p.m.
