Heating Assistance Applications Open Across New York as Fuel Costs Climb

New York households facing rising energy bills can now apply for the Home Energy Assistance Program, as the state opened its application cycle on Monday, November 2. Eligible residents can receive up to $1,086 this winter depending on their primary heating source, according to an announcement from the Governor’s office.

The program arrives as families across the state absorb higher heating fuel prices. Governor Kathy Hochul attributed the surging costs directly to President Trump’s war in Iran, which she noted is driving up energy prices nationwide and threatening household budgets just as colder weather settles in.

State officials stress that help is available for low- and middle-income residents, older adults, and individuals with disabilities. A family of four can qualify with a gross monthly income of up to $6,852, translating to an annual gross income limit of $82,230.

Increased Benefits for Oil, Gas, and Wood Deliveries

To offset steep spikes in heating oil and kerosene, New York has increased base benefit amounts for households that rely on delivered fuels. Residents who heat their homes with oil, kerosene, or propane will see their base benefit rise by $90 to $990. Meanwhile, households using wood, pellets, or coal will receive an increase of $65, bringing their base benefit to $700.

New York State Office of Temporary and Disability Assistance Commissioner Barbara C. Guinn emphasized the immediate necessity of these adjustments.

HEAP is a lifeline for tens of thousands of households across New York State confronted with rising energy prices. Thanks to Governor Hochul, HEAP benefit amounts were increased for New Yorkers who have their heating fuel delivered to their homes, in recognition of significantly higher costs for heating oil and kerosene.

Beyond direct fuel assistance, the program also covers maintenance. Homeowners can apply for the HEAP Heating Equipment Clean and Tune benefit to have primary heating systems inspected and serviced. Those with broken units can utilize the Heating Equipment Repair and Replacement program through their local department of social services.

Deadlines, Application Methods, and What Comes Next

Applications for regular HEAP benefits are processed on a first-come, first-served basis, prompting local officials to urge residents to apply early before funds are exhausted. Households can submit applications online, through the mail, or in person at local departments of social services. Older adults seeking guidance can contact their local office for the aging or call the NY Connects helpline at 1-800-342-9871.

While regular assistance is available now, households facing imminent fuel exhaustion or utility shut-offs must wait slightly longer for crisis aid. Applications for Emergency HEAP benefits will officially open on January 4, 2027.
