Incumbents Hold Early Leads in Portland City Council District 4 Race

Three incumbent candidates held commanding leads in the race to represent District 4 on the Portland City Council as early election results emerged Tuesday night, opb.org reported. Councilors Olivia Clark, Eric Zimmerman, and Mitch Green pulled ahead shortly after 8 p.m. on Election Night, maintaining their advantages following a second round of tallying released just after midnight.

The results remain preliminary as the county elections office continues processing ballots and conducting rounds of ranked-choice calculations. This marks the second year Portland voters have used a ranked-choice voting system to elect councilors, requiring three winning candidates in each district to collect just over 25% of their district’s vote.

How Ranked-Choice Voting Shapes District 4

Under Portland’s voting framework, if a voter’s first-ranked candidate does not reach the 25% threshold required to win, that vote transfers to their next choice. Conversely, if a top candidate secures more votes than necessary to win, their surplus votes distribute to second-choice options. The exact winning threshold remains undetermined until all ballots are completely counted. For District 4—which encompasses all neighborhoods west of the Willamette River alongside a small portion of inner Southeast Portland—that benchmark involved roughly 19,000 votes during the 2024 election cycle.

Portland City Council election: All 6 incumbents appear poised to keep their seats

A total of 12 candidates filed to run for the District 4 seat. That field features the three incumbent councilors alongside Portland police officer Eli Arnold, former City Council staffer Jamey Evenstar, construction manager Jeremy Beausoleil Smith, and nonprofit consultant Jayne Cronlund.

The leading incumbents bring varied public sector backgrounds to the dais. Clark spent decades leading government affairs for TriMet. Zimmerman previously worked as a chief of staff for Multnomah County Commissioner Julia Brim-Edwards, served as the deputy city manager of Medford, and is a member of the Oregon Army National Guard. Both Clark and Zimmerman align with the more moderate faction of the council. Green also served in the Army, previously worked as an economist for the Bonneville Power Administration, is a member of the local Democratic Socialists of America, and stands among the council’s most progressive members.

Broader Contest and Early Numbers Across Portland Districts

District 4 is one of two city council districts featured on the ballot this November, alongside Southeast Portland’s District 3, where three council seats are likewise up for election. According to katu.com, incumbents in both districts retained their seats in unofficial early vote tallies released Tuesday night. In District 3, Tiffany Koyama Lane, Angelita Morillo, and Steve Novick led a field of 21 candidates in their respective ranked-choice race, mirroring the incumbent advantage observed on the west side of the river.

County election officials will continue releasing updated tallies as the ranked-choice tabulation proceeds.
