Governor Moore and Anne Arundel Leaders Break Ground on $56 Million Odenton MARC Garage

County Executive Steuart Pittman, Governor Wes Moore, and regional transit leaders gathered in Annapolis, Maryland, on October 28, 2026, to break ground on the Odenton MARC Station Commuter Garage. The $56 million transit-oriented development project is designed to integrate high-density housing directly with high-frequency public transit.

Construction began on the commuter parking garage, the first physical phase of a $200 million transformation. Initial efforts will include temporary ADA parking relocation to accommodate commuters. Serving as a collaborative effort between the county and the State of Maryland, this local government initiative marks the initial phase toward the realization of the broader state transit-oriented development.

Our administration is dedicated to building transit accessible communities for Marylanders to enjoy for generations to come, said Gov. Moore. Soon, it will be easier than ever for Odenton residents to access the reliable and sustainable infrastructure they deserve, and we are excited to take this first step towards connecting our communities through accessible transit that leaves no one behind.

Public-Private Partnership Funds Odenton Mixed-Use Hub

Situated right next to the Odenton MARC Train Station, the collaborative public-private initiative converts four acres of underused surface parking into a bustling, mixed-use community center. Financing for the undertaking is secured through a mix of private capital investments, state tax credits for affordable housing, and federal transit-oriented development grants, with the completion date projected for the autumn of 2028.

Transformative public works projects are built on strong partnerships, said DPW Director Karen Henry. Working alongside our state and local partners allows us to align our long-term goals and deliver high-impact investments like this. Together, we are creating a more connected, accessible, and sustainable regional transit network for everyone.

Joint forecasts from the Maryland Transit Administration (MTA) and MDOT indicate that upgrading the state’s third-busiest MARC station is projected to generate more than $270 million in fresh tax revenue for Anne Arundel County and the state over the course of 30 years, following the complete overhaul of all three current surface lots situated along the east and west sides of the rail line.

Phase 1 Construction Maintains Transit and Business Access

The initial stage of garage development will concentrate on digging foundations, upgrading utility systems, and building the lower-level parking structures. Throughout the construction period, Metro rail and bus operations will run on regular timetables, supported by specific temporary walking routes designed to safely direct passengers past the work zone.

Local businesses surrounding the MARC station will remain open and accessible. The project portal will continually update users with real-time transit access alerts, pedestrian wayfinding maps, and weekly bulletins.
