Seattle Council Passes RV Assistance and Parking Restrictions

Seattle Vots to Fund Vehicle Assistance While Pushing New RV Parking Bans

Seattle is preparing to spend $5 million to help people living in vehicles while simultaneously enacting sweeping new restrictions that could effectively ban RVs from city streets. The legislative package, known as the Vehicle Resident Assistance Program, passed the City Council on October 20, 2024, following years of rising vehicle residency across the Pacific Northwest. Authored by Councilmember Dan Strauss, the package now heads to Mayor Katie Wilson to sign, veto, or ignore.

The policy arrives amid a broader wave of western cities cracking down on oversized vehicles. San Francisco introduced a two-hour limit on large vehicles in 2025, and similar ordinances exist in Santa Cruz and San Diego. Locally, King County Councilmember Reagan Dunn proposed a motion on the day of the Seattle vote seeking new parking restrictions on unincorporated roads, including potential booting for vehicles with unpaid citations.

The Scales of Vehicle Residency in Seattle

The number of people making their homes in vehicles in Seattle has shifted dramatically over the past two decades. City counts tracked an increase from 544 individuals in 2006 up to 3,372 by 2018. A University of Washington report released in 2026 documented another shift, showing that the population living in smaller vehicles nearly tripled since 2022, while the number of people in larger vehicles dropped significantly.

For many residents, an RV serves as long-term housing when traditional rent remains out of reach. Seasonal workers, seniors on fixed incomes, veterans, and families with children enrolled in local schools rely on motorhomes and travel trailers to stay close to employment, medical care, and family networks.

New Vehicle Permits Restrict Parking Access for Residents

Under the newly passed legislation, designated as CB 121283, vehicle parking permits would be restricted exclusively to registered vehicle owners identified during a one-time citywide census. Anyone moving into an RV afterward, or visiting Seattle for work or medical care, would have no access to a permit. Unpermitted motorhomes and travel trailers would face a two-hour parking limit on public streets, with a total ban between midnight and 6 a.m.

Residents who secure permits would be restricted to overnight parking in assigned industrial areas. Daytime parking would remain subject to standard posted restrictions. Permit holders would need to remain engaged with city-approved caseworkers and maintain active status on waitlists for shelter, safe parking, or housing.

The parking restrictions are scheduled to take effect on April 30, 2027, with official enforcement slated to begin on July 31, 2027, if enacted.
