The City of Springfield has officially cleared the path for a major expansion of regional mental health infrastructure. In a 5-0 vote this past Monday, the Springfield City Council approved the annexation of land located near International Way, a decision that allows Lane County and PeaceHealth to proceed with their plans for a specialized behavioral health campus.
Back in September, city officials had signaled a potential rejection of the annexation, citing the city’s comprehensive plan. The reversal means the county and its healthcare partner can now access city services necessary to break ground on a project designed to address a gap in the region’s care.
Lane County Plans Stabilization Center Near Behavioral Health Hospital
The proposed site is slated to house a new Lane County stabilization center, positioned directly adjacent to a planned PeaceHealth hospital dedicated to behavioral health. The core objective is to keep struggling people out of jail and into clinical environments. By creating a dedicated facility for stabilization, planners hope to alleviate the wait times at the RiverBend hospital.
Alicia Beymer, chief administrative officer for PeaceHealth, stated in a press release that the campus is intended to guide individuals to the right treatment in the right place and at the right time. The project is framed by its proponents as a long-term investment in regional public health that will serve Lane County and the region for generations.
Annexation Agreement Mandates Safety Plans with Springfield Police
The path to approval was not without friction. Webber described the project as a “square peg in a round hole,” reflecting the difficulty of siting large-scale social infrastructure in a way that satisfies both regional necessity and local zoning expectations.
To bridge this divide, the annexation agreement includes a mandate that the site’s owner must work with the Springfield Police and neighbors to establish security and safety plans. Webber noted that she had seen representatives from PeaceHealth and their partners acknowledging these concerns during the proceedings, expressing a hope that this collaborative approach would remain the standard as construction begins.
County Targets Next Spring to Break Ground
The county is currently targeting next spring to break ground on the campus. If the construction schedule holds, the facilities are projected to open their doors by 2029.
While the annexation is now finalized, the project will remain under scrutiny as it moves into the implementation phase.
