State officials announced the soft launch of West Virginia’s new online permitting portal, SpeedtoBuild.wv.gov, arriving three months ahead of its statutory deadline, The Intelligencer reported. The centralized dashboard brings together multiple state agencies into a single secure platform to modernize how individuals and businesses submit, track, and pay for applications.
What is the West Virginia Speed to Build Permitting Portal?
Established under House Bill 2002 and overseen by the Department of Administration, the online system consolidates approximately 330 permit types across 13 state agencies to process roughly 178,000 permits annually. Participating agencies include the Division of Highways, Bureau for Public Health, Department of Environmental Protection, and divisions within the Department of Commerce such as Forestry, Labor, Natural Resources, Miners’ Health, Safety and Training, and Alcohol Beverage Control Administration. The portal allows users to establish private accounts to upload documents, pay fees electronically, track application statuses, receive updates, and renew permits. A guided portal assistant and searchable database are also available to help users identify required permits.
How does the rollout schedule work?
The platform opened with a soft launch on Oct. 1, three months ahead of the Jan. 1, 2027, statutory deadline mandated by the Legislature. Use of the system remains optional until July 1, 2027, meaning applicants can continue using paper applications or existing agency methods without penalty. After July 1, 2027, the portal becomes the mandatory application method for covered permits. Beginning Jan. 1, 2027, businesses gain access to fast-track processing options for eligible permits—such as reducing oversized hauling permit timelines from five to two days—backed by a guarantee that applicants receive their approved permit on time or obtain a full refund of their application fees.

How can users access and use the portal?
Businesses and individuals can access the system online at SpeedToBuild.wv.gov by selecting “Sign Up” to create an account. Users are advised to add Speedtobuilddonotreply@wv.gov to their contacts to ensure they receive application updates, while questions regarding individual permits should be directed to the specific issuing agency through the portal’s resource guide.
