Counter Terrorism Policing is leading the investigation after armed officers stopped three vans in the early hours of Sunday near the village of Whelford in Gloucestershire. Five men were initially arrested under suspicion of committing offences under the Explosives Act and were subsequently further arrested on suspicion of the preparation of a terrorist act.
Police stated that the operation was not intelligence-led, meaning investigators had no prior knowledge of a potential plot.
The Army’s ordnance disposal unit continued examining the vehicles while a major cordon remained in place with a 400-meter perimeter.

Eighty-five households were evacuated following the incident and directed to shelter at a nearby leisure centre.
