Philip Sullivan, former director of Florida’s gambling addiction hotline, was sentenced this month to nearly 10 years in prison after admitting he stole about $1.4 million from Panama City Beach real-estate firm Royal American as its chief financial officer to fund an escalating gambling habit.

Philip Sullivan, 43, received a sentence of just under 10 years behind bars after pleading no contest to multiple grand-theft felony charges.

Audit Uncovers $1.4 Million Theft

An internal audit at Royal American flagged unauthorized credit-card charges that revealed the theft of about $1.4 million. Before taking over Florida’s 888-Admit-It helpline in early 2025, Sullivan served as chief financial officer for the Panama City Beach real-estate firm.

Investigators found that Sullivan lost more than $2 million through betting that began with modest $25 wagers before escalating to $50,000 hits. While leading the helpline, he spoke with hundreds of gamblers in an effort to rebuild his own life.

Defense Blames Adderall Use

Character witnesses and his defense team argued during his trial that Sullivan’s use of Adderall during the time of the thefts contributed to his descent into severe gambling losses, as reported by WMBB.
