The Bacolod City government distributed special temporary permits to 222 vendors on Thursday, Oct. 29, establishing a strict “no permit, no vending” policy for the upcoming Undas observance, as reported by Negros Now Daily.
Permits Issued for Five-Day Cemetery Vending Window
The special permits, handed out during a ceremony at the Bacolod City Government Center led by City Administrator Mark Steven Mayo and Councilor Celia Flor, authorize local vendors to sell flowers, food, and other goods in designated areas from Oct. 29 through Nov. 2. Mayor Greg Gasataya met with the recipients to assure them of the city’s support while emphasizing the need to maintain order around local burial grounds.
“What is important is that the city ensures everything is in order for you,” Gasataya told the vendors during the distribution.
To accommodate the seasonal influx of visitors honoring All Saints’ Day and All Souls’ Day, the city government designated specific temporary vending spaces near the Burgos, Handumanan, and Granada public cemeteries. Additional spots were allocated around the Bacolod Public Plaza and Libertad Market to prevent unauthorized stalls from obstructing pedestrian access and traffic flow.
Executive Assistant Ariel Guides reminded operators to keep their identification cards and permits accessible for regular inspections while maintaining cleanliness in their selling zones. The administration’s regulatory framework balances livelihood opportunities for small businesses with public safety requirements during the Undas observance.

Vendors Must Dismantle Stalls by Nov. 3
Operations under the temporary permits will cease immediately following the holiday window. Executive Assistant April Rose Mayo announced that all vendors must completely dismantle their stalls and remove their belongings from the designated public spaces by Nov. 3. Merchants are also required to dispose of waste properly and strictly observe the “Clean As You Go” (CLAYGO) policy throughout the five-day selling period.
