Delaware Secures Federal Certification for 25 Opportunity Zones

Delaware has received federal certification for 25 census tracts as Qualified Opportunity Zones, creating new investment and economic development opportunities beginning Jan. 1, 2027.

Delaware has received federal certification for 25 census tracts as Qualified Opportunity Zones, a designation that creates new economic development and investment opportunities starting Jan. 1, 2027. The U.S. Department of the Treasury and Internal Revenue Service announced these designations as part of a nationwide effort.

State Investment Platform

To support these zones, the state has partnered with the Milken Institute’s Community Infrastructure Center to launch a free online platform. This tool is designed to connect businesses and community project organizers with potential investors and financial professionals. There is no cost to register, search the site, or list eligible projects on the Delaware investment platform.

Delaware Turns Certified Opportunity Zones into Economic Growth

Governor Matt Meyer guided the state through a process that included researching and seeking community input in December 2025 before submitting the 25 nominations for certification. Following the official certification, the state’s focus has shifted toward utilizing these zones for economic growth.

“I firmly believe every community in Delaware can help drive our state’s economy,” Meyer said. “With all 25 of Delaware’s Opportunity Zones now officially certified, we’re focused on turning investment into good-paying jobs, stronger local businesses and lasting benefits for all our residents.”

Leaders Access Resources and Funding Through Milken Institute Partnership

Through the partnership with the Milken Institute’s Community Infrastructure Center, community leaders and entrepreneurs may access technical assistance, development resources, and links to various funding sources. These sources include public funding programs, philanthropic organizations, and private investors.

As the 2027 start date approaches, individuals who have realized capital gains from asset sales may wish to consult with tax and financial advisers to determine if investing through a Qualified Opportunity Zone Fund provides specific tax advantages.
