Maria Foster Bush, a devoted educator, state government director, and civic leader who shaped public administration and community programs in Kentucky, passed away on October 25, 2026, legacy.com reported. Born in New York, New York, on April 11, 1951, to Carnot Foster and Phyllis Barnes Foster, Bush built a life defined by public service, education, and deep civic involvement.

Services to honor her life are scheduled for early November in Frankfort, Kentucky. Visitation will take place on Monday, November 2, 2026, from 6:00 p.m. to 8:00 p.m. at Harrod Brothers Funeral Home, located at 312 Washington St., according to details provided by Harrod Brothers Funeral Home & Crematory. Funeral services will follow on Tuesday, November 3, 2026, at 10:00 a.m. at the First Baptist Church on 100 Clinton St., with Bishop Tiangello Hill officiating. Burial will proceed afterward at Frankfort Cemetery.

A Legacy in Education and State Service

Bush’s path in education and public administration spanned decades and multiple states. After completing her undergraduate studies at Syracuse University, she began her career teaching in the elementary school system in her hometown of Brooklyn, New York. Upon relocating to Kentucky, she transitioned into state government service within the Cabinet for Human Resources.

She later moved to the Commonwealth Office of Technology, where she ultimately served and retired as the Director of the Information Technology Training Branch. Alongside her public sector career, Bush maintained an active presence in civic and social organizations. She served on a local Housing Authority board and held memberships in Delta Sigma Theta Sorority, The Links, and the NAACP, contributions that earned her recognition as Community Woman of the Year.

Bush Served as Church Elder and Mentored Youth

Deeply rooted in her faith, Bush served as an Elder at the First Baptist Church in Frankfort. Her commitment to youth and education extended well beyond her professional roles. For years, she supported the NAACP scholarship program and helped organize scholarships and mentoring initiatives through the Delta GEMS Academy, investing directly in the potential of future generations.

Described by those who knew her as a natural planner, organizer, and peacemaker, Bush often acted as a unifying force within her family, church, and community networks.

She was preceded in death by her parents, Carnot Foster and Phyllis Barnes Foster, and her younger brother, Steven Foster. She is survived by her former spouse, Frank D. Bush III; her children, Kevin M. Bush Sr. and Teela J. Bush; and her beloved grandson, Kevin M. Bush Jr., alongside an extended network of nieces, nephews, church members, and friends.

Arrangements are under the direction of Harrod Brothers Funeral Home & Crematory. In lieu of flowers, family and friends have requested that expressions of sympathy be directed to the Delta Gems Scholarship in Ms. Bush’s memory.
