Up to half a year’s worth of rain fell across parts of Florida’s Space Coast in just a day and a half from Sunday afternoon to Monday evening, triggering flooding that left two people dead, closed polling stations, and prompted rescue operations.
Severe Flooding and Fatalities in Palm Bay
Two people died in Palm Bay amid the rising waters, including one victim who died inside a vehicle. Florida officials identified the deceased victims as 34-year-old Joshua Bennett and 78-year-old Archie Richards. Palm Bay Mayor Rob Medina reported during a press conference that emergency crews used boats and special high-water vehicles to rescue hundreds of people from flooded areas.
The storm caused severe damage to local residential neighborhoods. Medina told reporters about one family whose living room filled with 38 inches of water.
That is devastation within our city,
Rob Medina, Mayor of Palm Bay
Rainfall Totals and Meteorological Factors in Brevard County
Radar estimates indicated that portions of Florida’s Space Coast received up to 28 inches of rain over the day and a half. Tampa-based meteorologist Jeff Berardelli noted the rarity of the event, writing on social media, I’ve NEVER seen anything like this,
and pointing out that the rainfall had a recurrence interval of more than 1-in-1,000 years in some areas.
Meteorologist Matt Devitt reported that southern Brevard County received approximately 24 inches, or 600 millimeters, of precipitation over the two-day period. Preliminary data from the National Weather Service’s Weather Prediction Center recorded 24.10 inches in Malabar and 23.69 inches in Grant-Valkaria. Palm Bay accumulated 20.60 inches, Melbourne Beach recorded 19.80 inches, and West Palm Beach stations logged up to 22.20 inches.
‼️ Flash Flood Emergency Continues In all my year’s as a Meteorologist, I’ve NEVER seen anything like this. Multiple cities have seen 12-24” of rain, without a Tropical Storm, and it just won’t stop. ~2 feet in Palm Bay & Melbourne. As I write this torrential bands are setting… pic.twitter.com/5eiKROmQQ7
Devitt estimated that roughly three million gallons of water fell across the state during the 48-hour event, an amount sufficient to fill Lake Okeechobee about three times. The deluge stemmed from a low-pressure system over the Gulf that drove a continuous onshore flow, fueled by a stationary convergence zone, high tropical moisture, and training storms that repeatedly crossed the same saturated areas.
State Emergency Declarations and Rescue Operations Across Multiple Counties
The order accelerates state assistance and allows the mobilization of extraordinary resources for response and recovery.

The Florida Fish and Wildlife Conservation Commission deployed personnel to Brevard County, where officers rescued more than 60 people on Monday. The severe weather also disrupted civic life, forcing the relocation of polling stations during the US midterm elections—including at Magnolia Park Town Hall, where floodwaters in the parking lot forced election workers to move voting machines.
Florida Lt. Gov. Jay Collins traveled to Palm Bay to survey the destruction and meet with impacted residents.
This is heartbreaking. When you talk to citizens who literally just moved here, from Louisiana, got set up, got settled — everything they own is wrecked. It’s a huge loss,
Jay Collins, Lieutenant Governor of Florida
State and local authorities warned that flooding hazards will persist as water drains slowly from saturated ground, urging the public to avoid downed power lines, swift-moving currents, and flooded roadways.
