Two Sentenced to Prison in Southern Illinois Massage Parlor Prostitution Ring

Hidden container lids disguised as ordinary retail products held the condoms federal and state agents recovered when they raided a network of rural massage parlors across southern Illinois and Indiana. More than two years after those June 20, 2024 raids, two key figures behind the operation received federal prison sentences in Benton, Illinois, concluding a complex investigation into commercial sex trafficking.

Jianhong Hu Allbright, 58, of Corydon, Indiana, and Yalong Cao, 27, of Schaumburg, were each sentenced to two years in federal prison after pleading guilty to conspiracy to commit an offense against the United States and money laundering, ABC7 Chicago reported. As part of Allbright’s plea agreement, prosecutors dropped an additional charge of transporting an individual to engage in prostitution.

Allbright Oversaw Operations Like a Drug Enterprise

Assistant U.S. Attorney Karelia Rajagopal described the network during Thursday’s federal court proceedings in Benton as operating much like a drug-trafficking enterprise, with street-level managers positioned at the bottom and suppliers at the top. According to prosecutors, Allbright served as a madam overseeing day-to-day operations. Investigators noted that Allbright originally entered the industry as a victim herself, performing sexual acts as a masseuse before acquiring three parlors from Cao.

Cao operated establishments across southern Illinois—specifically in Harrisburg, Centralia, Mount Vernon, and Vandalia—along with the Corydon location in Indiana where Allbright had previously worked. While Cao’s defense attorney, Andrew Russek, acknowledged his client profited from the illicit businesses, he argued that prosecutors overstated Cao’s role. Russek stated that Cao rarely visited the locations, handled advertising, and retained only $300 in profit out of $850 monthly ad expenditures.

Prosecuting attorneys countered by depicting Cao as the primary orchestrator of the front brothels. Rajagopal stated that Cao recruited female workers via WeChat, managed a banking system designed to conceal earnings, directed Allbright to coordinate with patrons willing to pick up new workers from the airport, and promoted the businesses on commercial sex websites such as skipthegames.com and onebackpage.com.

Investigation and Evidence From the Raids

The investigation began in November 2023 when the Illinois State Police Trafficking Enforcement Bureau and the Illinois Department of Revenue examined parlors displaying online advertisements featuring scantily clad women. Surveillance operations followed, including an instance on January 3, 2024, when agents stopped a patron leaving Rose Spa in Harrisburg who admitted to paying $70 for a massage and a cash tip for hand stimulation.

When authorities executed simultaneous search warrants on June 20, 2024, across the five businesses and an Indiana residence, they encountered 11 women whom prosecutors subsequently identified as victims. Agents seized $75,000 in cash and recovered female workers’ identification documents—a practice the FBI flags as an indicator of human trafficking. Allbright was later apprehended in January 2025 at San Francisco International Airport while attempting to board a flight to South Korea.

Judge Denied Time Served Before Expected Deportation

Judge J. Phil Gilbert noted that Allbright will likely face deportation upon release.

Cao also addressed the court in Mandarin, expressing regret and describing the venture as a youthful mistake made when he was 22. Judge Gilbert denied a request for time served, pointing out the impact on Cao’s wife and four-year-old daughter. Cao is also expected to be deported following his prison term.

Despite the federal intervention, the infrastructure of the illicit market has proven resilient. Capitol News Illinois reported that three of the five targeted massage parlors have reopened under new ownership, with the Mount Vernon location operating under a different name at the identical address. Representatives answering phones at the reopened businesses declined to comment.

Illinois State Police Director Brendan Kelly emphasized the gravity of the enforcement efforts, stating that the network fundamentally relied on human exploitation rather than voluntary participation.
