On October 26, 2026, the Mountain Province District Jail honored local partner agencies, service providers, and stakeholders during the opening of National Correctional Consciousness Week in Bontoc, the Philippine Information Agency reported.
Awards and Recognition for Stakeholders
Acting Jail Warden CINSP John S. Melecio led the distribution of Certificates of Recognition to partners who supported facility programs and services aimed at promoting the well-being of persons deprived of liberty. Melecio stated, Rehabilitation is a shared responsibility, and meaningful transformation requires the collective efforts of our partners and stakeholders.
He added that contributions ranging from donations to improve facilities to shared resources help create safer communities and offer PDLs a genuine opportunity to change.
Messages of Transformation and Opening Events
During the event at the MPDJ facility, PDLs showcased an Indak at Sayaw
entry. Guest of Honor and Speaker Mountain Province State University President Edgar G. Cue, represented by Dr. Ricky B. Ducas, stressed the importance of education, compassion, fairness, and respect in personal transformation. Cue encouraged PDLs by stating, For dear PDLs, you do not have to change everything in a single day. Transformation can begin with a simple decision to learn something new, develop a positive habit, take responsibility, and make a meaningful effort to improve.
Promoting Humane Treatment and Prisoner Rehabilitation Through Public Awareness
The observance is guided by the theme Makataong Paglilingkod, Makabuluhang Rehabilitasyon, Pagbabagong May Layunin.
National Correctional Consciousness Week seeks to build public awareness, participation, and backing for the humane treatment, rehabilitation, re-socialization, and social reintegration of prisoners, probationers, parolees, and PDLs.
