U.S. special envoy Steve Witkoff met with Ukrainian President Volodymyr Zelenskyy in Oslo on October 20, 2026, to discuss a framework peace agreement ahead of high-stakes negotiations with Russian President Vladimir Putin in St. Petersburg, as Washington pressures Kyiv to settle the four-year war.
Diplomatic efforts to end the conflict entered a critical phase on October 20, 2026, as international delegations gathered in Norway’s capital.
The talks focused on a unified proposal for a framework agreement designed to bring an end to the full-scale invasion that began in February 2022.

Security Guarantees and Trilateral Summit Proposals
During the Oslo consultations, participants addressed the architecture of postwar security.
Zelenskyy revealed that the parties considered various international support models, including an approach similar to the principle set out in Article 5 of the North Atlantic Treaty.
We have always had important, strong strategic relations with the United States of America. Our bilateral relationship began developing particularly actively during the full-scale war. I am grateful for all the support. But we have always built our relationship on honesty,…
While this arrangement contemplates collective allied backing to deter future aggression, it does not stipulate an automatic, uniform military response from every country.
A U.S. official noted that the working sessions achieved strong alignment on next steps, aiming to create a pathway toward direct trilateral and broader multilateral negotiations.

Zelenskyy reiterated his stance that some of the most difficult decisions will ultimately require a summit involving the leaders of Ukraine, Russia, and the United States.
An anonymous U.S. official spoke to Reuters about the comprehensive peace framework discussed during the Oslo talks.

The talks also encompassed a postwar economic plan and a European security architecture.
Finnish President Alexander Stubb remarked that the gathering was a good day for peace and reported genuine progress on both immediate issues and the long-term outlook.
Other participants in the diplomatic process included representatives from France, the United Kingdom, Germany, Poland, the European Union, and NATO.
Foreign Minister Sergey Lavrov stated on the Russian side that Moscow was prepared to listen to proposals from Witkoff and Jared Kushner.
Lavrov maintained that Russia was not prepared to make political concessions.
Certainly, with things like interceptors, we want to make sure our guys have the most possible as well.

Tensions Over Air Defenses and Energy Strikes
The diplomatic push coincides with severe strain in bilateral ties between Washington and Kyiv.
In recent weeks, President Donald Trump criticized Ukrainian tactics against Russian oil infrastructure and partially lifted sanctions in a diesel-supply deal with Moscow.
In Washington, Trump asserted that Ukraine has to want to settle this war, warning that if they don’t make a deal, it’s just gonna get worse.

Concurrently, Zelenskyy had accused the Pentagon of delaying vital Patriot interceptor missile shipments and restricting intelligence sharing.
However, following discussions with U.S. Secretary of State Marco Rubio, Ukrainian leadership confirmed that missile warning data had resumed.
Zelenskyy expressed relief regarding the restoration of early warnings, noting their importance for civilian protection against incoming ballistic threats.
We are thankful that intelligence works now, and I’m speaking about early warning, which is very important for our people, for children, adults, civilians, because we can hear when ballistic is coming.

Discussions in Oslo also touched upon operational constraints involving satellite networks.

Reports indicated that recent adjustments to military-grade SpaceX Starshield services had hampered drone and air defense missions.
U.S. officials maintained that operational limits stemmed from corporate terms of service compliance rather than deliberate intervention by Washington.
Conditions for an Energy Ceasefire and Ongoing Infrastructure Attacks
Negotiators evaluated proposals for targeted ceasefires while relentless aerial bombardments struck energy facilities across multiple Ukrainian regions and left districts in Kyiv without power.
Zelenskyy indicated a willingness to halt strikes on Russian oil refineries if Moscow agrees to reciprocal measures regarding Ukrainian infrastructure.
Jared Kushner reportedly pressed this point directly during the talks.
Despite the diplomatic engagement in Scandinavia, Russian military operations continued unabated on the ground.
Ukrainian authorities reported civilian casualties and widespread power disruptions as winter approaches, and it remains unknown whether Witkoff’s upcoming mission to Russia will secure an agreement on these terms.
