Kauaʻi Health Office Launches CASPER Survey to Map Hurricane Lowell Recovery

From November 16 to 20, survey teams will go door to door in 30 randomly selected census blocks across Kauaʻi to assess ongoing recovery needs following Hurricane Lowell. The Hawaiʻi Department of Health Kaua‘i District Health Office, working in partnership with the County of Kauaʻi, announced the upcoming door-to-door assessment to gauge community impacts and emergency supply status.

The upcoming evaluation marks the 10th Community Assessment for Public Health Emergency Response survey conducted on Kauaʻi. Developed by the Centers for Disease Control and Prevention, the CASPER methodology is designed to rapidly gather data on health and resource needs after a disaster strikes.

What Residents Can Expect During the Survey

Seven homes within each chosen block will be systematically selected, resulting in a total of 210 attempted household surveys. The process takes less than 10 minutes, participation is voluntary, and all responses remain confidential without collecting names or addresses.

“Mahalo to our community for their participation as well as for their continuous efforts to help their neighbors recover from the storm,” said Solomon Kanoho, county of Kauaʻi local disaster recovery and mitigation manager, as reported by the Hawaiʻi Department of Health.

Selected households will answer questions covering emergency supplies immediately following the storm, physical and economic impacts on the household, general health and well-being, and any lingering recovery needs. Residents who prefer not to answer at the door can choose to complete the survey over the phone. Personnel involved in the polling will display official identification badges and wear designated vests marked with DOH survey insignia.

Personnel participating in these evaluations consist of DOH employees backed by assistance from the Kauaʻi Emergency Management Agency and the Kauaʻi Medical Reserve Corps.

Survey Responses Shape Future Hurricane Recovery Efforts

“We greatly appreciate the participation of selected Kauaʻi households in sharing how they are doing post-Hurricane Lowell and any ongoing recovery needs,” said Lauren Guest, the Kauaʻi acting district health officer. The information shared will be used to help guide local recovery efforts involving county, state and federal partners as well as community-based organizations.

Once the survey window closes, the results will be shared with the public via a final report. Residents can view prior CASPER survey reports at https://health.hawaii.gov/kauai/Casper/.
