The two leaders traveled to a naval base to meet more than 200 Ukrainian military personnel who spent three weeks participating in Exercise Sea Breeze, a maritime training program designed to strengthen warfighting capabilities and counter-mine measures in the Black Sea.
The visit follows an early phone call between the two leaders after Burnham took office, during which the prime minister invited the Ukrainian leader to visit at the earliest opportunity. In a social media post published shortly after that conversation, Zelensky wrote that I truly appreciate that the support for Ukraine and our people will remain steadfast.
Stone Cloak Electronic Warfare Technology Shared for Scale Production
During their naval base tour, Burnham announced that Britain will hand over the intellectual property behind its new “Stone Cloak” electronic warfare system, a tablet-sized device engineered to block Russian drone detection. The Ministry of Defence has previously supplied thousands of these jammers to Ukrainian forces to support ongoing operations.

Downing Street reported that following its frontline deployment, the electronic warfare technology will also be integrated into the UK’s next generation of long-range strike weapons. This integration includes Project Brakestop, an ongoing government initiative aimed at developing low-cost cruise missiles.

British backing of Ukraine has remained constant since Russia’s invasion four years ago, with total UK funding commitments reaching £25bn in funding for the war effort. The visit marks a direct continuation of the policy set by Burnham’s predecessor, Sir Keir Starmer, who visited Kyiv on his final full day as Labour leader to announce fresh funding worth £255m (300m Euro).
Asked whether leadership shifts in Western nations create anxiety, Zelensky acknowledged ongoing wartime concerns while expressing confidence in inter-state alliances. When Sir Keir Starmer previously assured him that bilateral relations would not change, Zelensky noted that the priority is the relation between nations, not just between just people.
